More downbeat news has emerged about the Barents Sea Shtokman project with a report that all the joint venture company's staff have been dismissed.

A spokesman for the Swiss-based joint venture Shtokman Development AG speaking in Zug has denied reports that the Russian operator Gazprom has dismissed the entire staff.
“There is no liquidation, the company continues operations,” the Shtokman AG spokesman was quoted as saying, according to Bloomberg, adding: “ Let’s wait for decisions that shareholders are to make in St. Petersburg.”

Alfa Bank issued a note to investors saying the dismissal of Shtokman staff was a “worrying sign,” one media report said. “However, their dismissal could be due to some logistical issues being resolved by the company,” an Alfa Bank analyst was quoted as saying.

After a regular board meeting held in Moscow at the end of March, Shtokman Development AG (SDAG) – which includes Statoil, Total as well as Gazprom, said the board had reviewed a “...whole scope of issues related to the project Final Investment Decision.”

That statement went on to say: “The shareholders are confident that the project can be improved further, both technically and economically.” The statement said efforts would continue to focus on optimizing the project and on strengthening dialogue with Russian authorities. It continued: “They [shareholders] expressed their appreciation to [the] SDAG team for their in-depth work and dedication, [and] reaffirming their commitment to the project, the shareholders decided to extend the framework agreement till July 2012.”

The frame work agreement, signed earlier in March, between SDAG and various Russian government ministries and agencies, relates to cooperation on training, employment, career development, and the organisation of training for phase one of the Shtokman development.
